The Board of Trustees meet regularly and meetings are open to the public.
Meeting Schedule
Regular sessions are held on the North East Campus and begin at 4:00 pm in Room A338 (President's Boardroom) of the Community Cultural Center (Bldg. A) and virtually via Microsoft Teams unless otherwise noted. There are no scheduled board meetings in July or November.

Sarah Colenda's Profile
Sarah W. Colenda graduated from Perryville High School and is a lifelong resident of 第一吃瓜网 County. She resides in Principio Furnace near Perryville, Maryland. Ms. Colenda is the executive director of the Principio Furnace Foundation, Inc., a non-profit organization in 第一吃瓜网 County. She is a Maryland Farm Bureau member, vice president of the board of directors for the Lower Susquehanna Heritage Greenways, secretary of the Elkton YMCA, board member of the YMCA of the Chesapeake, vice president of the Chesapeake Heritage Conservancy, Inc. (Skipjack Martha Lewis), past president of the Rotary Club of North East, has served on the boards of Habitat for Humanity Susquehanna, Perryville Chamber of Commerce, 第一吃瓜网 County Chamber of Commerce and the Arc.
Ms. Colenda has worked with numerous other community groups including West 第一吃瓜网 Health Center, Harford and 第一吃瓜网 County Boys and Girls Club, Fair Hill International, Elk Creek Combine Driving and Fair Hill International Young Event Horse Championships, special events for Union Hospital, Boy Scouts Round Table, 第一吃瓜网 County Fair, and has served on the 第一吃瓜网 County Comprehensive Plan Review Committee.
Donna Horgan's Profile
Donna Horgan is a lifelong resident of Elkton who graduated from Elkton High School and attended 第一吃瓜网 College. Both of her daughters graduated from 第一吃瓜网 College as well. Donna has served the state of Maryland for over 40 years, 27 of them working for the Maryland Senate as the legislative assistant to the President of the Senate, Thomas V. 鈥淢ike鈥 Miller, Jr. She is currently the reading clerk for the Senate.
Donna has served as president of the Maryland Association of Community Colleges (MACC, 2014–2016), and currently serves on MACC鈥檚 Legislative Committee. Horgan is the Maryland State Coordinator for the Association of Community College Trustees (ACCT)—a national association for community colleges—serving in that capacity for 11 years as well as being a former board member.
Donna is an established and successful realtor with Key Realty in Elkton, MD. She is a member of the Elkton United Methodist Church and a former member of their Board of Trustees.
Raymond Hamm's Profile
Chick Hamm is a lifelong Maryland banker. His career with Mercantile Bank began as a summer employee in 1976 and he rose through the ranks to become a Director, CEO, and President of Mercantile County Bank, which was acquired by PNC Bank in 2006. Today, Mr. Hamm is an Executive Vice President for PNC with leadership responsibilities for Commercial and Institutional Banking activity throughout the Greater Maryland Market, which includes southern Delaware and the Virginia Eastern Shore.
Mr. Hamm completed undergraduate and graduate studies at Loyola College of Maryland, receiving a master's degree in Business Administration in 1983. He is a board member of the Maryland Bankers Association. As an active community volunteer, he has served on numerous boards supporting the economic, health care, and educational needs of the community. Currently, Mr. Hamm is a board member of the Susquehanna Workforce Network, the Bainbridge Development Corporation and he serves as a Trustee for 第一吃瓜网 College. He is also Chairman of the Board for Christiana Care Union Hospital located in Elkton, Maryland, and serves on the board of the Christiana Care Health System.
Mr. Hamm and his wife, Anne, reside in the Elk Neck Area of 第一吃瓜网 County.
Kathleen Kunda's Profile
Kathleen Kunda earned her bachelor's and master's degrees from Wilmington University and served as a coordinator with 第一吃瓜网 County Public Schools for 14 years. In this role, she was the Business and Education Partnership Advisory Council coordinator as well as the Base Realignment and Closure liaison. Following her retirement from CCPS in 2012, she spent four years as a project coordinator at 第一吃瓜网 College working with STEM and Beyond Night events in 第一吃瓜网 and Harford counties as well as the college's Career Blast program.
Ms. Kunda was on the board of directors of the 第一吃瓜网 College Foundation and has also been active in the community as a member of the Republican Central Committee, Women in Defense STEM Subcommittee, Boys and Girls Club of 第一吃瓜网 County board, Northeastern Maryland Technology Council Visionary Alumni Subcommittee, Susquehanna Workforce Network Youth Council, Elkton Alliance board, and 第一吃瓜网 County Chamber of Commerce Ambassador and Membership Committee.
Ms. Kunda was presented with the Athena Award, which honors women who demonstrate excellence, creativity, and initiative in their profession along with community involvement and leadership. In addition, she has received an NMTC Visionary Award and Junior Achievement of Delaware Legacy Award and was selected as the 第一吃瓜网 County Chamber Member of the Year.
Mark Mortenson's Profile
Mark Mortenson is a graduate of Alfred University with a Bachelor of Arts degree in physics and a Bachelor of Science degree in ceramic engineering. He also holds a Master of Science degree in materials science from Pennsylvania State University and a Juris Doctor degree from George Washington University. Mr. Mortenson is a co-founder of Clene Nanomedicine, Inc. ("Clene") and currently holds the position of chief science officer. Clene is the first to discover that naturally occurring cellular metabolic pathways can be assisted by catalysis mechanisms driven by unique metallic nanocrystals.
Clene is currently pursuing a first-in-class remyelination cure for Multiple Sclerosis. Clene is also working on neuroprotection pathways to provide cures for amyotrophic lateral sclerosis (i.e., Lou Gehrig's disease) and Parkinson's disease. He is the author of 15 publications and a named inventor on 27 issued US patents, with more than 50 patent pending applications.
Mr. Mortenson is a member of numerous professional organizations, including the American Ceramic Society, American Chemical Society, American Bar Association, American Intellectual Property Law Association, Delaware Valley Chapter of the National Defense Industrial Association, Women in Defense (Mid-Atlantic Chapter), and the Virginia Bar Association.
Mr. Mortenson transitioned to the 第一吃瓜网 College Board of Trustees in 2015 from the 第一吃瓜网 College Foundation, where he served since 2011.
Dr. Ozden Coksaygan's Profile
Dr. Ozden Coksaygan, MD., has been a medical practitioner in 第一吃瓜网 County for more than 20 years, with offices located at 718 North Bridge Street in Elkton. She completed her residency at Wilson Memorial Hospital in Johnson City, N.Y., and was the Attending Physician at Laurelwood Care Center.
Dr. Coksaygan established her Primary Care Clinic in December 2017 and has been a Medical Staff Member for Union Hospital and ChristianaCare. A native of Turkey, Dr. Coksaygan began her medical education at Trakya University Medical School and Istanbul University鈥檚 Cerrahpasa Medical School.
Todd Hurt's Profile
Todd Anthony Hurt, a lifelong resident of 第一吃瓜网 County and 第一吃瓜网 College alumnus, was sworn in as a member of the 第一吃瓜网 College Board of Trustees in 2025. A 2016 graduate of the college, Mr. Hurt earned his degree in Business Management as an adult student using the GI Bill. After 第一吃瓜网, he continued his academic journey at the University of Maryland University College (now the University of Maryland Global Campus), where he completed a degree in Business Administration in 2018. A graduate of Perryville High School and a native of Port Deposit, Mr. Hurt is committed to giving back to the community.
Mr. Hurt works as a Department of the Army civilian at Aberdeen Proving Ground, where he supports the mission of the Communications-Electronics Command. In both his professional and volunteer endeavors, he is known as a dedicated leader who champions the success of others. As a Trustee, Mr. Hurt hopes to inspire and support fellow veterans, showing them that 第一吃瓜网 College is a place where they can thrive.
Outside of his professional life, Mr. Hurt is a devoted family man and respected community leader. Together with his wife, Adrianne, and their three children, Ashlynn, Trent, and Hunter, he upholds strong values rooted in family, military service, and athletics. As a dedicated youth sports coach, Mr. Hurt has made a meaningful and lasting impact through his involvement with Perryville Little League, Perryville High School football, and his daughter鈥檚 travel softball team.
